We asked
Draft bye-laws titled, ‘Draft Control of On-street Car Club Bye-laws 2018’ were brought to the Area Committees on the following dates;
- Dún Laoghaire Area Committee (Municipal Services) on 22nd October 2018
- Dundrum Area Committee (Municipal Services) on 5th November 2018
The amended bye-laws were then brought to a full County Council meeting on 12th November 2018 and approval was given by the Elected Members to proceed to public consultation on the draft bye-laws.
You said
One submission was received through the dlr Consultation Online Hub survey form and 58 submissions were received by email to info@dlrcoco.ie during the public consultation period from 14th November 2018 to 13th December 2018.
The majority of submissions were from persons living in the County and one submission was from a car club operator. 58 of the submissions were supportive of the car club operation.

A report on this consultation, as attached, was distributed to the Dundrum and Dún Laoghaire Area Committees (Municipal Services) for noting.
Following this, the draft bye-laws were brought to a meeting of the full County Council on February 11h, 2019 and the bye-laws were adopted by the Elected Members.

Overview
Dún Laoghaire-Rathdown County Council in exercise of its powers vested in them by the provisions of Section 199 of the Local Government Act, 2001 and all other enabling statutory powers, hereby gives notice that it proposes to introduce Bye-Laws to manage and control Car Club operations in the County. The Council has drawn up Draft Bye-laws to regulate such operations.
The Draft Bye-laws cover the issuing of a Licence for Operators and provide for a permit fee for each vehicle in a car club, in addition to specifying certain minimum standards for Operators, together with the ability for the Council to specify locations where car club vehicles can or cannot park.
Why your views matter
The Council is seeking comments and observations from the public to help inform the Bye-laws and amend if necessary.
The Draft Bye-laws are available for inspection at each main Council office during normal working hours;
- County Hall, Marine Road, Dún Laoghaire, Co. Dublin,
- Dundrum Area Office, Dundrum Main Street, Dundrum, Dublin
Submissions and observations should be clearly marked ‘Draft Control of On-street Car Club Bye-laws 2018'.
All written representations shall be made by in writing or by e-mail info@dlrcoco.ie up to 4.00pm on Thursday, December 13th, 2018, or midnight on December 13th 2018 if submitted though the online facility. Submissions should be in ONE medium only and include the full name and address of the person making the submission, details of organisation, community group or company represented where relevant. In the interests of data protection interested parties are asked not to include any other personal information when making submissions.
Only submissions received by Thursday 13th December 2018 and in line with that set out above, will be considered. Submissions cannot be accepted in any other format. It should be noted that the Freedom of Information Act applies to all records held by Dún Laoghaire Rathdown County Council.
