Overview

Public Consultation on the Draft County Development Plan 

The Draft Dún Laoghaire-Rathdown County Development Plan 2022-2028 has been prepared in accordance with the provisions of the Planning and Development Act 2000 (as amended) and is now on public display.

The County Council hereby invites any interested individuals or parties to make submissions and observations in respect of the Draft Plan.

What is the County Development Plan?

The County Development Plan guides future growth and development in the County. The Plan sets out the policy objectives and the overall strategy for the proper planning and sustainable development of the County over the plan period from 2022 to 2028.

How was the Draft Plan prepared? 

The process of preparing the Draft Plan kicked off this time last year when we sought views from the public to frame the general direction of the Draft Plan. The Draft Plan was prepared following a period of consultation which took the form of:

  • A Pre-Draft public consultation stage took place during January and February 2020 which included public displays and open days and the making of submissions and observations by the public and interested parties;
  • The preparation of a Chief Executive's Report on the submissions recieved. This Report was considered by the Elected Members of the Council at a Special Development Plan Council meeting held in June 2020 and the Elected Members gave strategic Directions to the Executive regarding the preparation of the Draft Plan;
  • The Chief Executive's Draft Plan was prepared by the Executive and considered and amended by the Elected Members over a series of Special Development Plan Council meetings in November and December 2020.

Where can I view the Draft Plan?

The Draft Plan (Written Statement, including Appendices and Maps), SEA Environmental Report and AA Natura Impact Report are now on public display and available to view in the 'Related' section below.

The Draft Plan will also be on display from Monday 1st February to Friday 16th April 2021 by appointment only at The Ferry Terminal, Dún Laoghaire Harbour, Dún Laoghaire (11.00am - 3.00pm). Arrangements including those for making appointments will be advertised closer to the time.

How can I make a submission or observation on the Draft Plan?

The plan–making process is a collaborative one and we are looking for your views on the Draft County Development Plan. Written submissions or observations with respect to the Draft Plan and/or the accompanying reports are invited from members of the public and other interested parties, including children or groups or associations representing the interests of children.

Submissions/observations may be made on the Draft Plan by Friday 16th April 2021 inclusive in the following ways:

  • A written submission can be made electronically at the 'Online Submission' function below. 
  • In writing to the following: Senior Executive Officer, Planning Department, Dún Laoghaire-Rathdown County Council, County Hall, Marine Road, Dún Laoghaire.  

Please make your submission by one medium only, i.e. hard copy or via the online function below.

Submissions/observations should include your name and address, a map (if required for identification purposes) and, where relevant, details of any organisation, community group or company etc., which you represent.

Please be advised that all submissions received will be published online in accordance with the requirements of the Planning and Development Act 2000 (as amended).

You should ensure that no vexatious, libellous or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. The Planning Authority reserves the right to redact any submission or part thereof that does not comply with this requirement. 

Please be advised that the submission will be published in full.

The Planning Authority is required to send certain written submissions and observations to the Minister. Your written submission/observation, together with your name and address, may therefore be sent to the Minister where required.

Written submissions or observations with respect to the Draft Plan that are made to the Planning Authority within the period stated will be taken into consideration before the making of the Plan.
