Overview

Notice is hereby given that the Elected Members of Dún Laoghaire Rathdown County Council, having considered the Draft Old Connaught Local Area Plan 2025 and the Chief Executive’s Report in respect of submissions/observations received, have resolved in accordance with Section 20(3)(e) of the Planning & Development Act 2000 (as amended), that Dún Laoghaire-Rathdown County Council, being the Planning Authority of the County of Dún Laoghaire-Rathdown, proposes to make material alterations to the Draft Old Connaught Local Area Plan 2025.

Proposed Material Alterations - Public Consultation 

In accordance with Section 20(3)(e) of the Planning and Development Act 2000 (as amended), the proposed material alterations to the Draft Old Connaught Local Area Plan 2025 are hereby published for public consultation for a period of 4 weeks from 25th July to 22nd August 2025.

A copy of the proposed material alterations to the Draft Old Connaught Local Area Plan 2025, the SEA and AA Screening Determinations in accordance with Section 20 of the Planning and Development Act, as amended, and associated SEA and AA documents (including information on the likely significant effects on the environment of implementing the proposed material alterations that is included in the SEA Environmental Report on proposed material alterations), will be available for inspection from Monday to Friday (excluding Bank Holidays) from Friday, 25th July 2025 to Friday, 22nd August 2025 inclusive at the following locations:

  • Planning Counter, County Hall, Dún Laoghaire (10.00am – 4.00pm)
  • Council Offices, Dundrum Office Park, Dundrum (9.30am -12.30pm & 1.30pm - 4.30pm)
  • All branches of Dún Laoghaire-Rathdown Libraries during Library opening hours.

Public Information Drop-In-Day

A public information drop-in day will be held in respect of the proposed material alterations to the Draft Old Connaught Local Area Plan 2025 at St. Gerard's School, Thornhill Road, Old Connaught on:

  • Tuesday, August 12th 2025 from 4pm until 8pm.

dlr staff will be available to meet those interested in the proposed material alterations to the Draft LAP during the event.

Making a Submission on the Proposed Material Alterations

Written submissions or observations with respect to the proposed material alterations to the Draft Old Connaught Local Area Plan 2025, the SEA and AA Screening Determinations in accordance with Section 20 of the Planning and Development Act, as amended, and associated SEA and AA documents, are invited from members of the public and other interested parties.

Written submissions and observations may be made to the Planning Authority within the period from Friday, 25th July 2025 to Friday, 22nd August 2025 inclusive in one of the following ways:

  • Online through this consultation hub.
  • In writing to Senior Executive Officer, Planning and Economic Development Department, Dún Laoghaire-Rathdown County Council, County Hall, Marine Road, Dún Laoghaire, Co. Dublin.

The closing date for submissions or observations is 11:59pm on Friday 22nd August 2025. Late submissions/observations will not be accepted.

All written submissions and observations with respect to the proposed material alterations to the Draft Old Connaught Local Area Plan 2025 and associated documents, made to Dún Laoghaire-Rathdown County Council within the above stated period, shall be taken into consideration by the Council before the making of any material alteration. 

In respect of making a submission or observation please note the following:

  • Children, or groups or associations representing the interests of children, are entitled to make submissions or observations.
  • All submissions or observations should include your name and a contact address and, where relevant, details of any organisation, community group or company etc., which you represent.
  • Submissions or observations should be clearly marked “Proposed Material Alterations to the Draft Old Connaught Local Area Plan 2025” and should quote the relevant proposed material alteration reference number(s)(which commences with ‘MA’).
  • Please make your submission or observation by one medium only, i.e. hard copy or dlr consultation portal.

All submissions received that provide consent will be published on the website of the Council accompanied by the respondent's name or the organisation’s name they submitted on behalf of. Their name will be listed in the Chief Executive’s Report which will be published on the website of the Council, as per Section 20(3)(ka) & 20(3)(l)(i) of the Planning and Development Act 2000, as amended. 

Where consent has not been provided, the name of individuals will not be published on the website of the Council, however the content of their submission will be published on the website of the Council. Their name will be listed in the Chief Executive’s Report, which will be published on the website of the Council, as per Section 20(3)(ka) & 20(3)(l)(i) of the Planning and Development Act 2000, as amended.
