Overview
National Mobility Hubs Pilot: Dún Laoghaire-Rathdown Part 8 Public Consultation

In accordance with Part 8, Article 81 of the Planning and Development Regulations, 2001 (as amended), Dún Laoghaire-Rathdown County Council hereby gives notice of its intention to install mobility hubs at 73 locations (listed below) across the Council's administrative area.
The proposed works include:

Installation of Sheffield cycle parking stands, e-scooter parking stands and cargo bike bays.

Information poles and wayfinding.

Footpath upgrades and dished kerbs.
-
Road markings to demarcate the mobility hubs.
-
Localised pavement and earthworks, where required.

One EV charging station (max. 2 x 22kW plugs) at nine locations, together with associated ducting and utilities to facilitate EV car sharing.

Associated ancillary works.
Of the 73 mobility hub sites, 65 sites will provide for e-scooters, e-bikes, and/or e-cargo bikes only; 8 sites will provide for e-scooters, e-bikes and/or e-cargo bikes and EV car share; 1 site will provide for EV car share infrastructure only.
The mobility hubs will offer people access to a range of shared mobility services, including e-bikes, e-scooters, e-cargo bikes, and electric vehicles (EVs) to enhance connectivity across the Dún Laoghaire-Rathdown area.

Dún Laoghaire-Rathdown County Council has carried out screening for Appropriate Assessment and Environmental Impact Assessment and has determined that (i) an Appropriate Assessment is not required, and (ii) there is no real likelihood of significant effects on the environment, an Environmental Impact Assessment (EIA) is not required, and an EIA Report is not required to be prepared. Any person may, within 4 weeks of the commencement of this Part 8, apply to An Coimisiún Pleanála for an Environmental Impact Assessment Screening Determination as to whether the proposed development would be likely to have significant effects on the environment.
Background to the National Mobility Hubs Pilot (NMHP) Project
Dún Laoghaire-Rathdown County Council is one of five urban areas (together with Cork City, Carlow Town, Dundalk and Sligo Town) selected to participate in the National Mobility Hubs Pilot (NMHP) Project, funded by the Climate Action Fund as set out in the National Policy Statement on Shared Mobility and the Provision of Hubs.
The project, led by the National Transport Authority (NTA), will test the impact of hub density and network effects across five diverse urban areas. The NMHP aims to accelerate the transition towards sustainable, shared, and integrated transport across Ireland by providing convenient access to shared mobility options, thereby supporting modal shift, reducing reliance on private cars and enhancing first/last-mile connectivity.
This Part 8 consultation is the phase 1 of a two-phase mobility hub project of approximately 121 mobility hubs throughout Dún Laoghaire-Rathdown. The two-stage phasing of the NMHP in Dún Laoghaire-Rathdown is because the design details for the sites proposed in phase 2 are still being developed, and some of which need to be agreed with landowners.
