I welcome the publication of the plan, in particular strategic objectives relating to climate change and improving liveability.
In relation to the strategic objective of compact growth, I don't think the plan goes far enough in prioritising infill development over greenfield development. The need for compact growth is a priority at both national and local government level and it is important that the vision is delivered in development plans.
DLR has some of the best public transport infrastructure of any local government area in the country and every effort should be made to make best use of this. In addition to possessing great transport infrastructure, DLR also has some excellent amenity areas and unspoiled green spaces, particularly in southern parts.
However, the plan envisages significant development in these green belt regions in areas such as Kiltiernan, Rathmichael and Old Connaught. These areas, unlike Cherrywood for example, are not close enough to transport corridors and will lead to a more sprawled form of development. In addition to the reduction in the green belt, this has the potential to increase car dependency and associated congestion.
DLR would be better served by prioritising denser development along public transport routes such as the LUAS green line, DART and N11 bus corridor. With the will to do it, there are sufficient infill development opportunities to allow for a greater portion of development to occur in brownfield sites rather than the greenfield sites being mooted. This will require the prioritisation of active and public transport and increased density and building heights where necessary. The benefit of such an approach would be a better connected region, where people are closer to their places of work and leisure, with associated improvements in quality of life.
