Traffic & Road Safety: Stillorgan Village Urban Framework Plan – Phase 4A

We asked
On the 21st of May 2025, Dún Laoghaire-Rathdown County Council invited the public to make submissions to the proposed Public Realm and Road Improvement Works on Old Dublin Road from the junction of Saint Lawrences Park to Stillorgan College of Further Education entrance.
The main features of this phase are:
- Maximising the available public realm space by increasing landscaped areas and planting trees to create a tree lined avenue on the approach to Stillorgan village.
- Improving the existing pavements, upgrading street furniture (public lighting, signs, etc) and enhancing of existing features.
- Reallocating road space to pedestrians, through the removal of the existing wall along North-East of Old Dublin Road and construction of a new continuous footpath.
- Installing a new pedestrian crossing at the entrance to Stillorgan College of Further Education.
- Upgrading the existing pedestrian crossing adjacent to the bus stops at Stillorgan Shopping Centre to improve connectivity.
- Relocating ESB poles where possible, undergrounding overhead cables, installing ducting and associated drainage works.
You said
There was a total of 125 submissions received within the consultation period. These comprised of 100 submissions through Dún Laoghaire-Rathdown County Council Citizen Space Hub and 25 submissions by written submissions and email.

DLR has reviewed all the feedback and comments received. The Public Consultation Report was brought to the Elected Members. The report and its recommendations were noted by the Elected Members at the December 2025 Dundrum Area Committee Meeting.

Overview
Public Realm and Road Improvement Works on Old Dublin Road from the junction of Saint Lawrences Park to Stillorgan College of Further Education entrance.
Under Phase 1 & 2 of the Stillorgan Village Urban Framework Plan, Dún Laoghaire-Rathdown County Council undertook works to upgrade the section of Lower Kilmacud Road from the junction with South Avenue to the access road to Kilmacud Crokes GAA club.
The extent of works to be undertaken as part of Phase 4A is detailed on the accompanying drawing.
The main features of this phase are:
- Maximising the available public realm space by increasing landscaped areas and planting trees to create a tree lined avenue on the approach to Stillorgan village.
- Improving the existing pavements, upgrading street furniture (public lighting, signs, etc) and enhancing of existing features.
- Reallocating road space to pedestrians, through the removal of the existing wall along North-East of Old Dublin Road and construction of a new continuous footpath.

- Upgrading the existing pedestrian crossing adjacent to the bus stops at Stillorgan Shopping Centre to improve connectivity.

As a result of this scheme it is hoped to increase the connectivity and village appearance while also improving the performance of the road network for pedestrians, cyclists and all road users.
Traffic management will be in place for the duration of the works but some disruption will occur. Local arrangements will be put in place with residents and businesses to ensure access to properties during the works.


Why your views matter
The Council are seeking views from the public to help inform the scheme design. A non-statutory public consultation is being held on the scheme from 21st May 2025 to 18th June 2025 (till 12 noon).
