dlr invited submissions to Multi-Sport Buildings at St. Thomas’s Estate (Phase 2) which comprises multi-sport buildings and site landscaping.   

You said

There was a total of 171 submissions received within the statutory consultation period. These comprised of 159 submissions through Dún Laoghaire-Rathdown County Council Citizen Space Hub and 12 written submissions by email/letter. 

We did

dlr has reviewed all the feedback and comments received. The Chief Executive’s Report in relation to the proposed Multi-Sport Buildings at St. Thomas’s Estate (Phase 2) development was submitted to the Elected Members of the Local Authority.

The proposed development and the Chief Executive Report which recommended that the proposed development in that Report should be proceeded with were considered and approved by the Elected Members at the Dún Laoghaire-Rathdown County Council meeting on the 14th of October, 2024. Please note that pursuant to section 179(4(b) of the Planning and Development Act 2001 as amended, the proposed development in the manner recommended in the Chief Executive's Report and approved by the Elected Members may now proceed.

Multi-Sport Buildings at St. Thomas’s Estate (Phase 2)

Dún Laoghaire Rathdown County Council in collaboration with Dundrum South Dublin Athletics is proposing to develop a Sports Campus on a site at Tibradden Road, Co. Dublin as a satellite amenity to Marlay Park. The project set out in this submission comprises phase 2 of a development plan, phase 1 having been completed early in 2023.   

Phase 1

A previous Part 8 was approved in 2019 (PC/PKS/01/19) for the two fields comprising; new pedestrian entrances, a vehicular entrance with adequate sightlines, car parking, 8 lane synthetic running track including field events with floodlights, a multi-sport building including an indoor hall, running and walking routes, natural mounding and tree planting with all ancillary works in proximity to a protected structure (St. Thomas House). The proposed development is to replace the multi-sport building including the indoor hall. Much of the works for the original Part 8 are complete including the running track, running trails and paths, car parking, entrances, services, etc (phase 1).

The phase 2 developed design comprises (1) a single storey main building of 1,517m2 with 4.5m floor to ceiling clearance generally, (2) a single storey sprint track enclosure of c.858m2 with 3.5m rising to 5.0m floor to ceiling clearance and (3) site landscaping to settle the building into its immediate context and to tie in with existing facilities delivered in phase 1.

The key aims and objectives of the phase 2 project are:

  1. Inclusive - Develop an inclusive facility with multiple sporting uses and flexibility to encourage use by all ages, genders, cultural background, abilities and disabilities and target those that may not be reached by sport only.  

  1. Performance & Development - Develop the facility in order for the clubs to expand in a sustainable manner, encourage sporting/active participation and improve performance and development.  

  1. Health & Well-Being - Develop a holistic, community-based wellness and activity complex to address physical, mental and social well-being.   

  1. Building - Develop a shared lean building that is fit for purpose yet maximises available space to an appropriate scale and form taking account of its location, proposed uses and available budget. 

  1. Operation - Develop the facility with multiple use and flexibility to encourage financial sustainability through the operation and management.  

  1. Partnership - Develop the facility in collaboration with future users in partnership with clubs, schools, community groups and outreach programmes.  

The public consultation period for these plans will run from 26th July 2024 to 7th September 2024 inclusive. During this time, any individual or organisation can submit their observations using the following channels.
