We asked
DLR invited submissions/observations to the Proposed Development: Blackrock DART to Park Active Travel Scheme at Blackrock, Co. Dublin during a pre-draft public consultation that ran from Friday the 28th of June 2024 to Friday 9th of August 2024.

There was a total of 321 submissions received within the statutory consultation period. These comprised of 302 submissions through Dún Laoghaire-Rathdown County Council Citizen Space Hub and 19 written submissions by email.
We did
DLR has reviewed all the feedback and comments received. The Chief Executive’s Report on the Public Consultation was brought to the Elected Members. The report and its recommendations were agreed by the Elected Members at the October 2024 County Council Meeting.

Overview
Proposed Development: Blackrock DART to Park Active Travel Scheme at Blackrock, Co. Dublin (PC/1C/01/24)
In accordance with Part 8, Article 81 of the Planning and Development Regulations, 2001 (as amended), Dún Laoghaire-Rathdown County Council hereby gives notice of the proposed works:
- 130m length of two-way cycle track, footpath and associated grass verges between Bath Place (Blackrock DART station) and Blackrock Park
- Prefabricated bridge over the Priory Stream to replace the existing narrow pedestrian bridge
- Boundary wall to scheme to replicate style of existing boundary wall
- Sustainable urban drainage system
- Public lighting system
- Entrance pillars to Blackrock Park
- Closing off of existing laneway by extension of existing wall
- Removal of two sections of existing boundary wall to facilitate the route
- Landscaping and ancillary works (including but not limited to the removal for future relocation of the existing folly)
The proposed route passes within the grounds of Deepwell House (protected structure, RPS No. 110).
In accordance with S.I. 476, 2011, Section 250, Planning and Development (Amendment) (No.3) Regulations, 2011 and S.I. 296, 2018 European Union (Planning and Development) (Environmental Impact Assessment) Regulations 2018, Dún Laoghaire-Rathdown County Council has carried out screenings and has determined the following:
• An Appropriate Assessment is not required.
• There is no real likelihood of significant effects on the environment so therefore the preliminary assessment has concluded that an Environmental Impact Assessment Report is not required.
Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for an EIA screening determination as to whether the development would be likely to have significant effects on the environment.
Plans and particulars of the proposals are available for inspection from Friday 28th June 2024 up to and including Thursday 25th July 2024 during normal working hours Monday to Friday excluding Bank Holidays at:
- Planning Department, County Hall, Marine Road, Dún Laoghaire, between the hours 10.00 a.m. to 4.00 p.m.
- Council Offices, Dundrum Office Park, Dundrum, between the hours 9.30 a.m. to 12.30 p.m. and 1.30 p.m. to 4.30 p.m.
- on ‘DLR Consultation Hub’ Dún Laoghaire-Rathdown County Council - Citizen Space or via the Council’s website homepage www.dlrcoco.ie.
Submissions or observations with respect to the proposed development, and dealing with the proper planning and sustainable development of the area, may be made in writing on or before 5pm on Friday 9th August 2024 as follows:

Submissions or observations should be clearly marked “Proposed Development: Blackrock DART to Park Active Travel Scheme”. All comments, including names of those making comments, submitted to the Council regarding this scheme will form part of the statutorily required report to be presented at a meeting of the elected members. Accordingly, they will also be included in the minutes of that meeting and may appear in the public domain.
