Water Services: Part 8 for Deansgrange Stream Flood Relief Scheme
Overview
This is a notice of proposed development by Dún Laoghaire Rathdown. We are looking for your observations and submissions.
Dún Laoghaire-Rathdown County Council are proposing a flood relief scheme along the Deansgrange Stream. The Deansgrange Stream has a history of fluvial flooding. A number of flood studies have been done on this stream. This proposed scheme is for a combination of measures to help protect property in the environs of the river and reduce the risk to the community.
The proposed scheme includes the following measures:
- The relocation of an existing entrance at the southwest of Clonkeen Park to a location c.47m northwards along the boundary and associated works. The works include an extension of the Johnstown road off-road cycletrack northwards to the new entrance.
- The replacement of 2 No. existing 1m dia. concrete pipes with a new 1.2m high x 3m wide concrete culvert, under Granville Road and associated works.
- A new flood storage system with a total storage volume of approximately 9,615m3 including 2 detention basins, wetlands, embankments, flow control structure, pedestrian bridge, footpaths and landscaping within the existing greenspace at Glenavon Park.
- Construction of c.240m of flood defence walls of up to 1.5m in height upstream of Killiney Hill Road bridge. Works include upgrading the upstream parapet of the bridge.
- Installation of c.166m of concrete overflow pipe beginning upstream in the green area at Seafield Court crossing under the existing railway line (1.2m diameter) with a downstream section (1.8m diameter) through the amenity area east of the railway line, with a new outfall headwall to the existing Deansgrange stream.
- Replacement of the existing debris screen and support walls and associated works at inlet to culvert between Seafield Court and Bayview housing estates.
- Installation of a debris screen at the pedestrian bridge adjoining the Abberley estate and upstream of Killiney Hill Road.
- Replacement of the debris screens and associated works at Shanganagh Road and at the Fish Pass in the environs of St. Columbanus National School.

Why your views matter
The Council are seeking views from the public on the scheme. The period of consultation is from 30th June 2023 to 14th August 2023 inclusive.
