Forward Planning Infrastructure: Proposed Amendment No. 11 Cherrywood Town Centre & Environs Review - Proposed Material Alterations/ Modifications

Overview

Planning and Development Act, 2000, as amended, Planning and Development Regulations, 2001, as amended, Planning and Development (Strategic Environmental Assessment) Regulations, 2004, as amended, and Habitats Directive 92/43/EEC (as amended). 

Preamble:

Dún Laoghaire-Rathdown County Council as the Development Agency appointed by Government to promote the Cherrywood Strategic Development Zone (SDZ) Planning Scheme made an application to An Bord Pleanála (now An Coimisiún Pleanála) on 20 December 2024 to amend the approved Cherrywood Planning Scheme, 2014 (as amended).

An Coimisiún Pleanála, as the relevant Competent Authority, determined on 28 October 2025 that the Proposed Amendment comprising a Town Centre and Environs Review (including Related and Ancillary Amendments) would constitute the making of a material change to the Planning Scheme. Dún Laoghaire-Rathdown County Council as the Planning Authority is hereby proposing to amend the Cherrywood Planning Scheme in accordance with the determination by An Coimisiún Pleanála and Section 169 of the Planning and Development Act, 2000, as amended and are hereby undertaking the required statutory public consultation process.

Proposed Amendment No. 11 (Town Centre and Environs Review) of the adopted Cherrywood Strategic Development Zone (SDZ) Planning Scheme, 2014, as amended, was placed on public display for a period of 6 weeks from 25 November 2025 to 15 January 2026. At the end of the display period, a total of 93 submissions (including four submissions from prescribed statutory bodies) were received in response to that consultation process.

Notice is hereby given that the Elected Members of Dún Laoghaire-Rathdown County Council, having considered Proposed Amendment No. 11 to the Cherrywood Strategic Development Zone Planning Scheme, 2014, as amended, in relation to the Town Centre and Environs Review and the Chief Executive’s Report thereon in accordance with Section 169 (4) of the Planning and Development Act 2000, as amended, at a Special County Council Meeting on 12 March 2026, have resolved that the Proposed Amendment No. 11 be made subject to variations and modifications. The proposed material alterations/modifications are hereby subject of public display. 

Notice is hereby given pursuant to Section 169 (4) of the Planning and Development Act, 2000 as amended, Article 179 of the Planning and Development (Strategic Environmental Assessment) Regulations, 2004, and Habitats Directive 92/43/EEC that a copy of the Proposed Material Alterations/Modifications to Proposed Amendment No. 11 to the Cherrywood Strategic Development Zone Planning Scheme, 2014, as amended, in relation to the Town Centre and Environs Amendment (including Related and Ancillary Amendments), along with the associated Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) Screening Reports and Determinations for the proposed Material Alterations/Modifications to the proposed Town Centre and Environs Amendment may be inspected at the following locations during normal opening hours, for a specified period of not less than four (4) weeks from Wednesday 25 March 2026 to Friday 24 April 2026 inclusive: 

(a) The Planning Department, County Hall, Marine Road, Dún Laoghaire, Co Dublin, A96 K6C9,  between 10.00am to 4.00pm Monday to Friday, excluding Bank Holidays, and 

(b) The Council Offices, Dundrum Office Park, Main Street, Dundrum, Dublin 14, D14 YY00,  between 9.30am to 12.30pm and 1.30pm  to 4.30pm Monday to Friday, excluding Bank  Holidays, and 

(c) Via the dlr consultations on the Council’s website homepage https://www.dlrcoco.ie and at  https://dlrcoco.citizenspace.com

Written submissions or observations with respect to the proposed Material Alterations/Modifications and associated SEA and AA Screening documents are invited from members of the public and other interested parties including children, or groups, or associations representing the interests of children and may be made in writing to the Planning Authority not later than 24 April 2026 by 23h59 as follows:

c) In writing to Administrative Officer, Forward Planning Infrastructure Department, Dún  Laoghaire-Rathdown County Council, County Hall, Marine Road, Dún Laoghaire, Co. Dublin, A96  K6C9. 

Submissions and observations cannot be accepted in any other format or to any other online or postal address. 

Please Note: 

In accordance with Section 169 (4) of the Planning and Development Act, 2000 as amended, only submissions or observations in relation to the Proposed Material Alterations and/or SEA and AA Screening documents of implementing the proposed material alterations/modifications to the proposed Amendment No. 11 will be taken into consideration. Submissions not adhering to these criteria will not be considered. 

Submissions and Observations should be clearly marked Proposed Amendment No. 11 Material Alterations/Modifications, Cherrywood SDZ”. Any such submissions or observations will be taken into consideration before making a decision on the Proposed Amendment.
