Proposed Development: Facility Centre for Water Based Activities at Killiney Beach, Co. Dublin.

In accordance with Part 8, Article 81 of the Planning and Development Regulations, 2001 (as amended), Dún Laoghaire-Rathdown County Council hereby gives notice of the following:

Proposed development consists of a single-storey, flat roofed building with associated site works and utility connections.

The Facility Centre for Water Based Activities includes:

• 1 no. Accessible Changing Places shower room with WC;
• 1 no. wheelchair Accessible WC with shower;
• 3 no. WCs;
• 5 no. shower/changing cubicles;
• 4 no. external showers; sheltered demonstration space;
• storage space; seating, lockers and a drinking fountain.

Also included are associated plant / mechanical and electrical spaces, solar panels, bicycle parking (with bicycle repair stand) and external paved terrace areas.

In accordance with S.I. 476, 2011, Section 250, Planning and Development (Amendment) (No.3) Regulations, 2011 and S.I. 296, 2018 European Union (Planning and Development) (Environmental Impact Assessment) Regulations 2018, Dún Laoghaire-Rathdown County Council has carried out screenings and has determined the following: 

• An Appropriate Assessment is not required. 
• There is no real likelihood of significant effects on the environment so therefore the preliminary assessment has concluded that an Environmental Impact Assessment Report is not required. 

Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for an EIA screening determination as to whether the development would be likely to have significant effects on the environment. 

Plans and particulars of the proposals are available for inspection from Thursday, 6^th June 2024 up to and including Wednesday, 3^rd July 2024, at the following locations:

• Planning & Organisational Innovation Department, County Hall, Marine Road, Dún Laoghaire, County Dublin, between the hours of 10.00 a.m. and 4.00 p.m. Monday to Friday, excluding Bank Holidays.
• The Council Offices, Dundrum Office Park, Dundrum, Dublin 14, between the hours of 9.30 a.m. to 12.30 p.m. and 1.30 p.m. to 4.30 p.m. Monday to Friday, excluding Bank Holidays.  

Submissions or observations with respect to the proposed development, and dealing with the proper planning and development of the area, may be made in writing on or before Wednesday, 17^th July 2024 as follows:

Submissions and Observations should be clearly marked:

All comments, including names of those making comments, submitted to the Council regarding this scheme will form part of the statutorily required report to be presented at a meeting of the elected members. Accordingly, they will also be included in the minutes of that meeting and may appear in the public domain.
